Aquatic Park Proposal - Old vs. New

Old Proposal
City and township voters rejected a $1.25 million aquatic park proposal in April 2004, voting down the proposed bonding 292 yes and 381 no in the city and 257 yes and 305 no in the township..

Aquatic Park Features
*Heated water (Enabling longer swimming season)
*6,525 sq. ft. outdoor aquatic park with capacity of 371 (Maximum use at once)
*2,200 sq. ft. bathhouse (with mechanical controls, concessions, and bathrooms)
*Six-lane lap pool and diving well for water slide totaling 3,749 sq. ft.
*2,776 sq. ft. splash area with zero-depth entry (beach-style) with maximum depth of 3' 6" (the two swimming areas - splash pool and lap pool - total 6,525 sq. ft.)
*Water play features ($40,000), water slide ($140,000), diving board ($5,000), and drop slide ($12,000) totalling $197,000 in play features with additional water play features ($40,000) and second water slide ($90,000) to be alternatives.

Proposed Location
The Paynesville Area School Board agreed to allow the north athletic field (between the high school student parking lot and the armory) to be used for the aquatic park, thus sharing the parking lot. In return, the city agreed to help pay for maintenance of the school parking lot.

Estimated Building Costs
*Pool construction ($752,400); bathhouse/concessions ($246,000); fencing, decks, sidewalks, sandlot, and lighting ($67,400); contingency and design ($165,600);
TOTAL: $1,231,400 * Alternates ($150,200) *
Donated or city work ($156,000), landscaping ($10,000), night lighting ($25,000), and furnishings ($75,000)

Estimated Tax Impact
The city and township planned to bond for 15 years with a cost split of 62 percent for the city ($675,000) and 38 percent for the township ($475,000). Since actual costs were not known, these estimated tax impacts were based on the estimated building costs and on estimated interest rates for bonding.

  New Proposal
The pool committee has scaled back its aquatic park proposal, trimming the overall estimated cost to $990,000. City and township residents will vote on the new proposal at the general election on Tuesday, Nov. 2.

Aquatic Park Features
*Heated water (Enabling longer swimming season)
*5,092 sq. ft. outdoor aquatic park with capacity of 293 (Reduced by 1,433 sq. ft.)
*1,799 sq. ft. bathhouse (Reduced by 401 sq. ft.)
*Six-lane lap pool and diving well totalling 3,055 sq. ft. (Reduced by 694 sq. ft.)
*2,037 sq. ft. splash area with zero-depth entry (beach-style entry) with maximum depth of 3' 0" (Reduced by 739 sq. ft., totalling 5,092 sq. ft. with lap pool)
*Water play features - water slide, diving board, and drop slide - to be sought through fundraising ($150,000 for a water slide is the top priority of fundraising) but the underground piping for play features is included ($25,000).

Estimated Tax Impact
The city and township still plan to bond for 15 years if the aquatic park proposal is approved by voters. With bonding costs, the total cost is estimated at $990,000. The cost split remains 62 percent for the city ($615,000) and 38 percent for the township ($375,000). (These percentages are not exact because bonding must be done in increments of $5,000.) These estimated tax impacts are based on the estimated building costs and estimated interest rates for bonding.
